Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy concensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.  The position reports directly to the Head, Environmental Education and Training Unit in the Division of Environmental Policy Implementation in the implementation, monitoring and evaluation of the UNEP strategy on environmental education and training to promote innovative, action-oriented and value-based education for sustainable development by ensuring that environmental considerations are taken into account.  Within delegated authority, the Associate Programme Officer will be responsible for the following duties:

Responsibilities

1). Work with key partners to facilitate the development, implementation and evaluation of the Global Universities Partnership on Education and Sustainability (GUPES) programme with focus on education, research, training, networking and community engagement.

2). Collect, analyze and present statistical data and other information gathered from diverse sources on emerging trends in Environmental Education (EE) and Education for Sustainable Development (ESD), and integrate the same into learning and teaching in institutions of higher learning to promote the science-policy interface and participate in the resultant impact evaluation.  Participate in the development and implementation of education and training programmes to respond to capacity building needs of UNEP sub-programmes and regional offices, governments, academia and civil society groups.

3). Undertake outreach activities; organize training courses, workshops, seminars, make presentations on topical themes to enhance environmental education, awareness as well as environmental decision-making in development.

4). Contribute to the development and implementation of environmental education and training projects and initiatives, in particular in the area of mainstreaming environment and sustainability into learning and teaching, capacity building to support international, regional and national policy and planning processes.

5).   Provide administrative and substantive support to consultative and other meetings, conferences, etc, to include agenda topics, identifying participants, preparation of background documents and handling logistics.

6).  Prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.  Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and prepare related documents/reports (pledging, work programme, programme budget, etc.).

7). Perform any other duties as required.

Professionalism:  Knowledge and understanding of theories, concepts and approaches to environmental education (EE) and/or education for sustainable development (ESD).  Ability to identify issues, analyze and participate in the resolution of issues/problems.  Ability to develop sources of data collection.  Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases.  Ability to apply judgment in the context of EE and ESD, plan own work and manage conflicting priorities.  Shows pride in work and achievements; demonstrates professional competence and mastery of EE and ESD; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.  Takes responsibility for incorporation gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education
Advanced university degree (Master’s degree or equivalent) in an environmental field.  A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of two years proven record of progressively responsible experience in environmental education/awareness-raising/advocacy/networking and project/programme management.

Languages

Fluency in oral and written English is required; Knowledge of another UN official language is an advantage.

Assessment Method
Competency based interview possibly followed by written assignment and if required face to face interview.
